As of January 1, 2025, access to the Latvija.gov.lv portal via online banking will be closed. Now, access to government services—verifying an individual’s address, submitting documents, obtaining certificates, and registering an e-address—requires an electronic signature or eID card.

For entrepreneurs, this means one thing: eParaksts mobile is no longer a convenience. It’s a necessity.

What is eParaksts and why is it needed?

eParaksts is a Latvian qualified electronic signature. It is legally equivalent to a handwritten signature and is recognized in all EU countries in accordance with the eIDAS Regulation.

For entrepreneurs, eParaksts is needed to: sign contracts and documents electronically, log in to Latvija.gov.lv and other government portals, activate the company’s e-address, submit documents to courts and government agencies, and sign applications to arbitration courts.

Two ways to get eParaksts

The first option is eParaksts mobile (mobile app). This is the fastest and most convenient option. No need to go anywhere—a free courier delivers the contract.

The second option is an eID card (via the PMLP). The card is issued at a branch of the Office of Citizenship and Migration Affairs and contains an embedded eParaksts. To use it, you need to visit the PMLP with your documents.

Step-by-step instructions: eParaksts mobile via courier

Step 1: Go to mobile.eparaksts.lv. Select “Order a contract with courier delivery.”

Step 2: Log in through online banking (this is only necessary for signing the agreement, not for subsequent use). Fill in your details, select a delivery address, and arrange a time.

Step 3: The courier delivers the printed contract. Sign it in person. The courier collects the signed copy.

Step 4: You will receive an email notification that you can activate the application.

Step 5: Download the eParaksts mobile app from the App Store or Google Play.

Step 6: In the app, tap “Start Registration.” Hold your passport or eID card up to your phone’s camera—the app will scan the machine-readable zone (MRZ).

Step 7: Enter your phone number. You will receive an SMS with a code. Enter it.

Step 8: Enter your email. Receive an email with a code. Enter it.

Step 9: Review the terms and conditions, click “Continue.” Sign the agreement in the app.

Step 10: Create an e-Identity – set PIN1 (for logging in) and PIN2 (for confirming transactions), as well as a signature password.

Done. The entire process takes 10-15 minutes after receiving the contract. The courier typically arrives within 1-3 business days.

Step-by-step instructions: eParaksts mobile via eID card

If you already have an eID card with PIN codes, download the eParaksts mobile app, select “Register with eID card,” hold the card to your phone (NFC), and enter PIN1. The process takes 5 minutes.

Important: What has changed since 2025

As of January 1, 2025, online banking authentication on Latvija.gov.lv will no longer be available. If you have not yet received an eParaksts mobile or eID card, access to government services is blocked. This applies to address verification for individuals, e-address registration, submitting applications, and obtaining certificates.

Online banking is still available for signing the agreement upon receipt of the eParaksts mobile. But only for this step.

Price

eParaksts mobile is free for the first year. Thereafter, there’s a small annual fee (check the current rate at eparaksts.lv). Courier delivery of the contract is free.
