How to find out a debtor's registered address: check in minutes or request a certificate from PMLP

Two steps, links, application form, state fee and payment details

  1. When filing a claim with the arbitration court, are you sure the debtor’s address stated in the contract is still current?

  2. Did you know that an incorrect defendant’s address is one of the most common grounds for refusing to issue a writ of execution?

  3. What should you do if you do not know the debtor’s address at all?

The creditor stated in the claim the address from the contract. The debtor had already moved three years earlier. Notices did not reach him. The state court refused to issue the writ of execution because the defendant had not been properly informed of the civil case initiation. There is a judgment, but no money.

All of this could have been prevented in one minute before filing the claim.

Why this matters

The court and the arbitration court send documents to a natural person at their registered address (Section 56 of the Civil Procedure Law, Section 31, paragraph two of the Arbitration Court Law). If the address is incorrect, at the moment of issuing the writ of execution the court will check the notification procedure, and if it was not followed, a refusal may result.

Step 1. Check the address free of charge — 1 minute

If you know the address, check whether it matches the registered one.

Link: https://latvija.gov.lv/Services/7797 — the service “Verification of whether a person is registered at the specified address”.

Login: eParaksts mobile or eID card. Login via internet banking no longer works as of January 1, 2025.

Enter the personal identity number and address. The service will respond: matches or does not match. Cost: free of charge.

If the address matches — save the page with the result and date. State this address in the claim. Nothing else needs to be done.

If the address does not match or is unknown — proceed to step 2.

Step 2. Request a certificate from PMLP

Any person has the right to receive information about another person’s registered address by submitting a reasoned application (Section 15 of the Law on the Register of Natural Persons). For a creditor, the justification is filing a claim for debt collection.

Where to get the application

Option 1. Riga Arbitration Court’s template on its website: section “Support”, “Standard document templates”, tab “Communication with the court”, document “Application for issuance of a certificate on registered residence”, button “Receive by email”. Link: https://court.lv/ru/podderzhka/tipovye-obrazcy-dokumentov/

Option 2. PMLP’s official form “Request for information from the Register of Natural Persons” (Word file): https://www.pmlp.gov.lv/lv/media/14393/download?attachment

What to attach

A document confirming your legal relationship with the debtor: contract, invoice, or delivery note. For a legal entity — a document confirming the right to represent the company, if this cannot be verified in the Register of Enterprises.

How much to pay

The state fee for information about a third party is set out in Cabinet of Ministers Regulation No. 485 (06.07.2021.) (clause 2.5).

EUR 10.00 — electronic certificate with PMLP’s e-signature, processing time 3 working days.

EUR 12.50 — paper certificate, processing time 5 working days.

EUR 35.00 — paper certificate within 2 hours, only in person at a branch.

If the paper certificate is sent by mail — postage costs must be paid additionally.

Where to pay

Payee: State Treasury (Valsts kase) Registration number: 90000050138 Account: LV05TREL1060140918300 Bank: State Treasury (Valsts kase), BIC TRELLV22

Payment purpose: certificate of registered residence — [Name Surname, personal identity number]

Important: PMLP issues the certificate only after the funds have been credited to the State Treasury. The transfer may take several days; a printout from internet banking confirming the payment is not accepted as proof. If the certificate is needed urgently — pay by card at a PMLP branch.

Where to submit

Via PMLP’s e-address on the latvija.gov.lv portal — the fastest method.

To pasts@pmlp.gov.lv — only with a qualified electronic signature.

By registered letter or in person at any PMLP branch: https://www.pmlp.gov.lv/lv/sakums/kontakti/pmlp-nodalas/

At the municipality of the person’s place of residence — a certificate of registered address is also issued there.

If the address is needed only to send a letter to the debtor

PMLP can forward your letter to the debtor by registered mail or to their e-address, without disclosing the address to you. You will receive confirmation of the date of dispatch and notification if the letter is returned. Suitable for a pre-trial warning.

Cost: according to PMLP’s fee schedule for paid services (clause 3) plus postage costs; PMLP will inform you of the amount upon receiving the request. The request, in free form, with the debtor’s personal identity number and a prepared letter, must be submitted in the same way as described above.

If there is no information

If the person is registered abroad — PMLP will issue the foreign address, if it is in the register. If there is no address at all — PMLP will issue a certificate to that effect. In that case, state the last known address in the claim and attach the PMLP certificate.

Checklist

  1. Check the address: latvija.gov.lv/Services/7797.
  2. If it matches — save the result with the date.
  3. If it does not match — download the application (court.lv or PMLP form), attach the contract.
  4. Pay EUR 10, 12.50, or 35 to the State Treasury account.
  5. Submit via the e-address, with an e-signature to pasts@pmlp.gov.lv, or at a branch.
  6. State the address from the certificate in the claim, and keep the certificate for the writ of execution.

One minute of verification before filing a claim is cheaper than months of waiting due to a refusal to issue a writ of execution.
